Functions & Regulations

The primary function of the Harford County Liquor Control Board is to administer and enforce the provisions of the Alcoholic Beverage Laws as contained in the Alcoholic Beverages (AB) Article of the Annotated Code of Maryland and the Board Rules and Regulations as prepared and adopted by the Liquor Control Board of Harford County.

The Board issues all alcoholic beverage licenses in Harford County, transfers licenses from one person or entity to another, from one location to another, or one license class to another; issues per diem (one day) licenses for non-profit organizations, and renews alcoholic beverage licenses on an annual basis.

Board Inspectors monitor licensed premises to ensure compliance with the Alcoholic Beverage Laws and the Board Rules.  Alleged violaitons can result in Show/Cause hearings before the Board, wherein it is determined if there is, in fact, a violation.  It is then the Board's responsibility to make a determination as to the proper penalty, reprimand, fine, suspension or revocation of the license.
